The answer is yes! The articles of confederation created a foundation for the US Constitution to build upon. The AOC were created to be weak on purpose because after gaining independence from Britain (victory in the American Revolutionary War) natural rights, equality, and liberty were prioritized because people were afraid of a strong government/monarchy. The Constitution was later ratified in order to strength the government but a bill of rights was all added, partly to appease the Anti-Federalists who were afraid of losing their natural rights. The AOC set a precedent and created a foundation for the US government.
Most of the time they were sent to live with yet another noble family to get there education.
