Many conservatives suggest passing a law or even a Constitutional amendment requiring the government to balance its budget. Running a deficit, therefore, would be deemed unconstitutional. Enacting a law like this would also ensure that a balanced budget is presented to Congress and that any excess spending is capped.

It must, however, be noted that the Nullification act or law was the act that allows state law to override federal law. The act law was pushed forward by James Madison and Thomas Jefferson in 1798 and 1799 in the congress.

Moreover, John C. Calhoun was the one who singlehandedly pushed for the abolition of the Nullification law based on some issues.

He states that the law was mainly in the interest of those manufacturing states which are densely populated in the North unlike in the South who are mainly into agricultural farming.

It pretty much was told that his people were not to get mixed up with the other people, and what they were originating with. Or pretty much, their affairs, if you put it that way. Some heard the term ... 'bad association spoils useful habits'. This is what Washington was worried about. And both John And Tom had to align this case in court I believe. They would have to let the Judge know the situation and everything.

And the key from this was to support their side of the 'family'.

One of the main reasons why Congress did not initially annex Texas is because it would create an imbalance of free and slave states in Congress.

During the early to mid 19th century, the United States was constantly expanding their territory. This was due in large part to the concept of manifest destiny. As the US was spreading their influence, they ran into the problem of whether or not these new territories and states would have the institution of slavery.

Southern states favored new territories and states having slavery while Northern states did not favor slavery in these new territories. The reason behind the Northern states includeds:

1) Influences from the abolitionist movement.

2) Northerners did not want slave states to have more representatives in Congress than they did.

This caused Texas annexation to be delayed, since Texas would be admitted as a slave state. This would throw off the balance of free and slave states represented in Congress, giving slave states the advantage.
