According to Dr. Sztajnkrycer, the fundamental function of a tourniquet is to stop potentially fatal external bleeding. The majority of these bleeding incidents are trauma-related. Today, tourniquets are frequently used by emergency medical services along with other means of preventing bleeding.

Where do you apply a tourniquet?

A tourniquet can be put on bare skin or over the clothing. Put a tight, high tourniquet on the arm or leg, close to the armpit or groin. Till the bleeding stops, tighten the tourniquet's "tail" strap and turn the windlass. To keep the tourniquet firmly in place and tight, lock the windlass.

When the CreateLicenseNum function is invoked it computes and returns the value of licenseNum as:

licenseNum = (100000 * customID) + licenseYear;

                     = (100000 * 777) + 2014

                     = 77700000 + 2014

licenseNum = 77702014                                                                                                        

So the output is:
