The introductory phrases that would work best for my specific examples is that since I want to write about laws. it will be: When the first laws were made, they were said to be simple in nature . They controlled a lot of territories and they are said to have changed in course of time, just like humans.

An introductory phrase is known to be a sentence that looks just like a clause, but it is one that do not have its own subject as well as the verb.

Note that it is one that tends to depend on the subject and verb in the central clause as it tends to make  the stage for the key part of the sentence.
