These lines are from <u>Federalist Papers No. 10</u>. Here it is explained clearly how liberty to a certain group of people or faction could be disastrous and a government should and will not be dominated by any group of people.

A specific group of people is known as a faction. To eliminate any faction, removal of liberty is used first, later on, the people of that faction are influenced by similar passions, thinking, etc.

However, these methods are unwise and can not practically be used. When individuals are given the freedom they form opinions and these differ from one another.
