 Jehu's treatment of his enemies  was one where he killed all the f the house of Ahab as well as those who had partnered with doing evil. It is compare to Assyria's treatment of her enemies (2 Kings 10:1-8)  because  the Northern Kingdom were said to have  fell before the harsh attack of the Assyrian army, and its people were known to be taken to a foreign land as captives.

Note that Jehu killed all his enemies but the Assyrians took theirs as captives.

Therefore, The reason why Jonah, a citizen of Israel, dislike Assyria is because: They were a menace to Israel and they forced Israel to pay taxes.
