As war in Europe seems more possible in 1938, President Roosevelt urges America's aviation industry to significantly expand output. By 1940, the United States' aircraft output had surpassed that of Germany and Japan.

NACA, the National Advisory Committee for Aeronautics, provides government supervision and support. Langley Memorial Aeronautical Laboratory, a NACA facility, is located at Langley Field near Hampton, Vir.ginia.

The lab's capacity to evaluate new aircraft designs and provide recommendations to manufacturers is continuously rising. New physical buildings are continuously being developed, and Melvin Butler, the director of people, is constantly hiring new employees.

He need "computers"—human mathematicians who can evaluate numerical data from wind tunnel tests—to assist the engineers.
