<h3>A Non-centralized State: What Is It?</h3>

"Noncentralization" is a term initially used by Daniel J. Elazar in the 1960s to describe a constitutional or political federal arrangement in which there are multiple centers of power but none of them has the legal authority to unilaterally centralize or decentralize power in the system.

Non-centralized States are those in which there is more than one ruler or individual exercising political control. Decentralization is a different term for this. Igbo, Ibibio, Urhobo, Isoko, Idoma, and Tiv are a few examples.
