The New Jersey Plan was designed to protect the security and power of the small states by limiting each state to one vote in Congress.

A representation based on Great Compromise entails the dual system of representation in which the upper house would have equal representation from each state while the lower house would have proportional representation based on a state's population.

<h3>What was the New Jersey Plan?</h3>

The New Jersey Plan, referred to the proposal for the structure of the United States Government presented during the Constitutional Convention of 1787. The plan was an important alternative to the Virginia Plan proposed by James Madison and Edmund Randolph of Virginia.

The lesser populous states were more strongly opposed to the bicameralism and proportional apportionment of Congress by population called for in the Virginia Plan. A lesser populous states were concerned that the Virginia Plan would give substantial control of the national government to the more populous states.
