The  above statement reveal a lot about the condition of Salem as it shows that Salem is really an impoverish city. Note that the term is used by Hale as he was telling Danforth the thing that Salem has become,

So, Salem is currently in a state where a large number of people are incarcerated, the town has become desolate, farms are abandoned and torn apart, and cows are wandering the streets because no one is there to tend to them or rebuild fences. They have already overthrown the courts and halted proceedings, resulting in anarchy.
