A call to action specifically tells the reader to do something. While A is a list of actions, the sentence is not telling the reader to eat, drink, adjust the radio, or text. Option C is also not a call to action. It is simply a statement of fact. Both Option B and D are calls to action. They both tell the reader what to do. In option B the reader is told to put his phone away and option D tells the reader to get your license. Option B is the most relevant. It follows with the purpose of the essay the best.
