Because early babbling in children does not use the proper language system in adults. So that this phenomenon will always be the same throughout the world.

Communication is a concept used by living things to convey information to others. Including humans, humans generally use the language system to communicate verbally. As for non-verbal communication, humans can perform gestures, written communication and several other forms of communication.

Language is a simple system used to speak and convey information. In every part of the world, a society has its own language system, but to be able to use the language system, humans must be able to speak it.

This cannot be done in children who are generally under 2-3 years old. They can't speak but they don't recognize the language system. So that when children want to convey information such as hunger or thirst they will look like babbling. Uniquely in all parts of the world children's babbling will sound the same, this is because there is no language system like that of adults when communicating.
