In reaction to Germany's actions, President Wilson urged the United States to enter the war in a speech to Congress on April 2, 1917, stating that "the globe must be rendered secure for democracy." The United States declared war on Germany four days later.

The United States entered the conflict and formally declared war on Austria-Hungary on December 7, 1917. Wilson's decision to enter the war in 1917 was largely prompted by Germany's decision to resume submarine attacks on passenger and cargo ships.
