Before choosing to run for president, McGovern personally chaired the Commission on Party Structure & Delegate Selection, which lay up the reforms that were initially put into effect at the 1972 convention. The McGovern-Fraser Commission got its name when U.S. Representative Donald Fraser succeeded McGovern as chair after McGovern's resignation. The turbulent 1968 convention led to the establishment of the 28-member committee. The panel established recommendations directing states to adopt explicit statutory Party rules controlling delegate selection and put in place eight procedural norms and safeguards, such as the ban on proxy voting and the repeal of the unit rule.
