Five months prior, the Texas Revolution had just started, and the Consultation, the interim administration, was torn between announcing independence from Mexico or pledging to support the Mexican Constitution of 1824, which had been rejected.
Delegates to the Convention of 1836 were more recent immigrants to Texas, younger, and more fervent in their support for independence than those to earlier Texas councils. President of Mexico Antonio Lopez de Santa Anna ordered a sizable army into Texas to put down the uprising as delegates were getting ready to meet; the spearhead of this army arrived at San Antonio de Bexar on February 23.
The Texas Declaration of Independence, drafted by George Childress, was adopted the day after the Convention was called to order on March 1. Delegates created a Texas Constitution that was largely modeled on the US Constitution and elected President David G. Burnet to lead the interim administration. Sam Houston, a delegate and commander-in-chief, narrowly managed to persuade the men to continue working on the constitution rather than rush to help the trapped Texan soldiers when they got a note from them on March 6. When Santa Anna's army advanced on Washington-on-the-Brazos after the Alamo was taken, the new administration was forced to leave.
