The figurative language that is used here is parallelism. Parallelism is the repetition of similar words in a string of sentences. In the paragraph above. we can see that some words were repeated for emphasis.

These include words such as Who, and Where. They were used to ask questions that got the reader thinking about the facts that were put forward by the speaker.

Typically in Latin, the d.o. is between the subject and the verb. Of course, in this case it applies in English as well. 

The only reason i know it's the d.o. is because in Latin we have to know this stuff lol.
