However, there is certain information, as the Congress itself will readily recognize, which, in the interests of our own security and those of the nations that we are supporting, must of needs be kept in confidence.
b)New circumstances are constantly begetting new needs for our safety. c) I shall ask this Congress for greatly increased new appropriations and authorizations to carry on what we have begun.
I also ask this Congress for authority and for funds sufficient to manufacture additional munitions and war supplies of many kinds, to be turned over to those nations which are now in actual war with aggressor nations.
Our most useful and immediate role is to act as an arsenal for them as well as for ourselves. They do not need man power, but they do need billions of dollars worth of the weapons of defense.
d)The time is near when they will not be able to pay for them all in ready cash. We cannot, and we will not, tell them that they must surrender, merely because of present inability to pay for the weapons which we know they must have.
e)I do not recommend that we make them a loan of dollars with which to pay for these weapons—a loan to be repaid in dollars.

World War II was being fought in Europe when President Franklin D.  Roosevelt delivered the "Four Freedoms" speech on January 6, 1941. He addressed the US Congress to share his comments about the neutral foreign policy and the new position that the US should have been ready for the possibility of being prepared to enter the war. That is when he referred to the four freedoms of people: of speech, from want, for worship god with liberty, and freedom from fear.

The Clayton - Bulwer Treaty was negotiated in 1850 by John M. Clayton and Sir Henry Lytton Bulwer to build the Nicaragua Canal that would connect the Pacific and the Atlantic. It was a treaty between the United States and the United Kingdom. One of the essential points of the treaty was not to obtain or maintain exclusive control of the canal. However, there were disagreements because of the United Kingdom's control of territories surrounding the Nicaragua Canal. The United States wants the canal to be open to all nations equally thus, giving birth to Hay-Pauncefote Treaty that nullified the first treaty. It was signed by US Secretary of State (to answer the question) John Hay and British Ambassador to the United States Lord Pauncefote on the 18th of November 1901.

What was unusual about the conquest of babylon?

Babylon was conquered numerous times over it 2,000 year history. The first time was when Babylon was not much more than a village and the Amorites, under Hammurapi's ancestor Sumuabum, took over at the start of the 19th century BC. The second time was in the mid-16th century BC when the Hittites sacked the city and the Kassite peoples subsequently established a ruling dynasty. Third was when the Elamites briefly took the city c.1160 BC; followed by the reclaiming of the city's rule within the sphere of the Sumerian city of Isin and kingdom of Sealand in Chaldaea. The fourth conquest was by the Assyrians c.810 BC when they captured the city by diverting the Euphrates to flood the city.This same flooding technique was used by the Assyrians to reconquer the city after a brief rebellion c.690 BC. In 612 BC a Chaldaean named Nabopolassar finally overthrew the Assyrian dominance and in fact ended the Assyrian Empire. The sixth conquest of Babylon by the Persians in 539 BC was uniquely accomplished by draining the Euphrates and marching the Persian forces up the dried up river bed to the unfortified banks where the river course ran right through the heart of the city. The last major conquest of Babylon was by Alexander the Great when the city surrendered to him in October of 331 BC after he had defeated the Persian army in a previous decisive battle in the plains of norther Mesopotamia at Gaugamela.
