Presidents must play the role as <u>Head of Government</u> to solve problems and make policy, but that requires them to behave in ways that conflict with their role as <u>Head of State.</u>

In the United States, we have the President is Head of State and Head of Government. The Head of State refers to the person who is the chief public representative of a nation. He is also considered the first citizen, and leader of the nation. Heads of States are unusually given a ceremonial position. A Heads of State may be a monarch of an elected person.

In a parliamentary form of government, the political executive is headed by an elected minister called Prime Minister, who is the Head of Government.

The Presidents' role as the Head of State is supposed to represent the people as a whole, but this conflict with their role as Head of Government which is actually a representative of a political party and makes policy.
