A nonpartisan judicial commission analyzes applications, conducts interviews with applicants, and chooses a judging panel under the Missouri Nonpartisan Court Plan. The decision is made by the Appellate Judicial Commission for the Supreme Court and Court of Appeals.

The Missouri plan is a process for choosing judges. To create a list of competent judges, common folks, attorneys, and judges gather. The governor then chooses an appointee for the vacant judicial post after reviewing the list. The judge is added to the ballot for the following election.
