Political scientists Adam Bonica and Michael McFaul of Stanford University claim that there is general agreement that "democracies perform better when more people vote. Voting participation rates vary by social class. Voter turnout has profound long-term effects on democracies' capacities to function, more so than variations in particular election results. For instance, regulatory capture frequently hinders popular democratic measures like simplifying elections in low-turnout democracies.
