The reason the United States went on to attack both the Philippines and Puerto Rico during the Spanish American War was because both Philippines and Puerto Rico were Spanish colonies the U.S. wanted.

The Spanish American War happened officially because the United States wanted to protect Cuba from the violent clampdown of revolutionists who came against the Spanish government of Cuba.

Unofficially however, the United States wanted the colonies of the Philippines and Puerto Rico which they attacked and took over during the Spanish American War.

None are "better" it depends on the country

one can work for another country, but not for this country, each has its good things and bad things

for example: communism vs democracy

the government controls everything in communism, giving the citizens no chance to voice their own opinions, however, that means everybody is "equal" in a sense

in democracy, there are poor people, and rich people, the poor people want more money, the rich want to keep their titles of "rich", which may spark hatred and other things. 

These are two examples. Again, none of them are better than another, it really depends on the people.
