While state legislatures set the legal framework within which schools operate, State Boards of Education have the responsibility for interpreting the law and providing policy leadership to determine how aspects of the state's education law will be implemented.

The California Board of Education is the governing and decision-making body of the California Department of Education. State boards of education set K-12 education policy in the areas of standards, course materials, assessment, and accountability.

The State Board of Education has the power to pass textbooks for kindergarten through eighth grade, enact laws to enforce laws, and make exceptions to education laws. The Content Standards are designed to encourage the highest possible performance in each student by defining the knowledge, concepts, and skills that students must master at each grade level.

The State Board of Education has 11 members, including one student member, all appointed by the Governor of California. Student members are selected from a group of three students proposed by the Board. These are selected from a delegation of the Student Advisory Board on Education, a meeting of the California Student Council.
