To add on, the first 'Constitution' that was created were the Articles of Confederation. Now, the problem with these articles was that they barely gave any power to the federal government, thus the federal government couldn't enforce the law. Some of its weaknesses included the fact that it couldn't raise an army or even collect taxes for revenue ( to pay off the war debt with France who had helped the colonists during the Revolutionary War).
This was mostly due to the fact that the Articles of Confederation were created with the conviction that the people should have a greater say in how the country is run, rather than the government (which was caused by the colonists experiences under the tyrannical rule of King George the Third).
Thus, this spurred a rebellion among farmers who were being seized by officials because they couldn't pay their debts (this rebellion occurred in Massachusetts, where the government didn't have pro-debtor laws, which forgave debt and allowed for the printing of more paper money).
Led by Daniel Shay, Shay's Rebellion (a series of protests that occurred from 1786 to 1787) showed the need for a stronger government (which was the opposite of the Whiskey Rebellion).
