Friar Laurence has two separate motivations for giving this speech, which basically details all of the events of the play  between Romeo and Juliet. His first motivation is to clear the air on everything that happened so their families understand. The second motivation is to clear his own name by telling them all the story so he doesn't get in as much trouble. These motivations conflict a bit because he is admitting his guilt while trying to show why he shouldn't really be punished for what he did.
