Well, When you use the result of an assembly from one specific region of country, it does not necessarily represent the whole region because every single regions will have their own problems and circumstances. Which made the assembly were not qualified to be made as representative.

This resolution was from one regional peasant assembly and did not necessarily reflect the opinion of the entire country. There might have been other groups of peasants in different areas of the country who disagreed with the resolution proposed by the one in Samara.
