Richard Henry Lee, a delegate from Virgina, introduced a resolution to Congress in Philadelphia proclaiming independence from Britain;  John Adams  seconded the motion.

Lee’s resolution declared that  the colonies had the right to be free and independent States; That the actions were to be taken immediately for a total dissolution of bonds with the British Crown.
