Basically, Jiang was in Taiwan which was officially known as the Republic of China since it claimed that its rule over china was legitimate. The cold war contributed because Taiwan was often supported by the United Nations and the Western countries like the United States and therefore nobody could attack them out of fear of retribution. Nobody wanted another world war so Jiang was safe in Taiwan.
