I believe the correct answer is the first option - <span>“Who has not, a hundred times, found himself committing a vile or a silly action, for no other reason than because he knows he should not?”
It seems to me that through this sentence the author is trying to justify whatever bad thing happened. He wants us to understand that anybody can make such a mistake so that we shouldn't judge so fast.

A tram is a vehicle that runs on tracks, such as a train or a metro. Compared to the train, the requirements that the vehicles and infrastructure must meet are lower. Thus, as a positive aspect, the tram adds a method of public transport to cities, which makes life easier for citizens, who do not necessarily have to depend on their private cars to move around the city. However, on the negative side, trams can cause traffic problems such as traffic jams or accidents, since they circulate on the street like other cars.
