The Constitution says that an amendment that may be proposed, either by the congress with a 2/3 of the majority vote in both  the House of Representatives and the Senate or by a constitutional convention called by 2/3 of the state legislatures

The treaty of Versailles, signed on 28 June 1919, as the treaty that put an end to the WWI, is also characterized for being excessively harsh on the defeated Germany. No part of the treaty left Germany in an equality place in relation with the other countries that participated in the war. In fact, they signed the treaty because they didn't have any other choice but to do so.

By the time the war ended, German economy was too week, and the resolutions of the treaty signified a burden for its economy, leading it to a near-collapse.
