This is quoted because this is a verbatim question of the subject. The rest are descriptions of person asking the question. No quotation must be put at end of the sentence. All in all, the sentence is:</span> “Have you no shame sir?” he said, his eyes narrowing.

He could be seen as a hero who had a fallen ambition which most readers can relate to. Readers can admire that Winston had a big dream but did not have the confidence enough to succeed as a rebel. He felt he was doomed to punishment of Big Brother and eventually gave up on his passion.
