Part of the prominent things that protect during those era in Louisiana is the Loteery company's charter.This is bacause substantial sums of money went to key people and various popular charitable organizations that purchased the Lottery Company enormous political leverage.This kept those who might otherwise be opposed to the charter from taking actions.
