Exclusive powers means that only one group of people or person has the ability to enact them. In the United States, an example of this would be how the federal government has powers that no other groups have the ability to use.

Exclusive powers can be defined as the powers reserved solely to the federal government and not the states. The U.S. Constitution states the rights to levy tariffs on imports as one of them. Such tariff is paid to the Customs and Border Protection, which it's the customs authority of the U.S.
