28/ 7 + 2* 3

I would isolate both parts of the equation.

(28/7) + (2*3) = 

4+ (2*3)=

4 + 6=

idk distributive property sorry but I'm pretty sure you can't because in distributive, you need to have a parantheses or you could just factor but I don't think that's the case.
