They believed that the problem with the act was that it seemed as if they were not really neutral, but rather as if they were siding with whoever was the stronger side, leaving the weaker side to suffer defeat which was not really a morally correct thing to do, especially coming from a country that preaches democracy all the time.

He signed it because it was necessary and the population wanted it, as well as because several amendments and changes were made such as  to allow shipping arms and equipment while not officially joining the war with troops who would fight on the battlefields. They also managed to get the right to choose who to trade with of the warring factions.
