The heat that is present in the cell cannot be used to perform various tasks. This is because the overall temperature of the body is same and so does the cells.
The temperature of all the cells is same so there is no difference in the temperature of the cells so it cannot be used for the cell to perform functions.
This is the main reason a cell cannot use the heat available around it because all the cells have almost same temperature.
