There are actually 2 main theories for the Proto-Indo European language hearth. The Kurgan theory and the Anatolian hearth theory.
The Anatolian theory states that the Proto-Indo European language came from present day Turkey.
The Kurgan theory states that the Proto-Indo European language came from near the steppes of Russia.
The Caucasus Mountain Range covers those two areas described perfectly. The mountains are near Turkey and relatively close to the steppes of Russia as well.

Did oligarchs earn their money in a honest way?

Oligarchy is rule by the rich, usually aristocrats. They indeed did not get their money in an honest way. In most oligarchies, they made laws that benefitted themselves, like unfair tax and odd charges. A common outcome of this type of government is making the rich richer and the poor poorer.
Hope this helps!
