There are actually 2 main theories for the Proto-Indo European language hearth. The Kurgan theory and the Anatolian hearth theory.
The Anatolian theory states that the Proto-Indo European language came from present day Turkey.
The Kurgan theory states that the Proto-Indo European language came from near the steppes of Russia.
The Caucasus Mountain Range covers those two areas described perfectly. The mountains are near Turkey and relatively close to the steppes of Russia as well.

The three northern territories are Yukon Territory, Northwest Territories, and Nunavut. All of those are in close proximity to the Arctic, and the climate there is very cold for most of the year, with snow and ice dominating the landscape, and having only a very short fresh, relatively cold summer.
