- The Stamp Act of 1765 was a measure by British Parliament that levied a direct tax on the American colonies by requiring that many printed materials in the colonies be produced on paper produced in London that featured an embossed revenue stamp. The Stamp Act was repealed in 1766, but at the same time, Parliament issued a Declaratory Act, which stipulated its authority to pass any colonial legislation it saw fit. (The colonists, of course, resented that assertion.)
- The Boston Tea Party occurred in December, 1773.
- The Coercive Acts were passed in British Parliament in 1774, in response to the Boston Tea Party.

Smaller states wanted to follow the New Jersey Plan, which gave every state the same number of representatives. The convention compromised by creating the House and the Senate, and using both of the two separate plans as the method for electing members of each; the agreement by which Congress would have two houses, the Senate (where each state gets equal representation-two senators) and the House of Representatives (where representation is based on population); Roger Sherman worked out a plan to create a two-house Congress.
