The people that already live on the land isn’t loyal to it anyways, considering how many people have broken the laws of the land and are from there. . Why should immigrants have to go through so much money and so many tasks just to become a citizen of that land ?
Yes answer: yes because we don’t know the intention of the immigrant and it will prove they really do want to be apart of the land.
