Well first of all we know that 8.21 as a fraction is 
821

100
but thats not as a mixed number 
in order to change it to a mixed number we need to see how many time we can fit 100 into 821
in this case it only fits 8 times so thats our whole number
but 21 is left over! we put it as our numerator and keep 100 the same as our denominator. heres what it looks like now
