He claims that no one knows the correct steps to the dance and people keep bumping into each other. By comparing conflicts that we consider serious, such as Russia vs. United States during the Cold War, or blacks vs. whites during apartheid, to people dancing and bumping into each other, the author wants to highlight the silliness and absurdity of it all. Also, by claiming that they are tired and only need to learn how to dance well, he implies that these conflicts are senseless and the solutions are not that difficult to achieve.
