"The skull was first noticed...nearest to the entrance of the cavern...The other bones [were further in] lying in the same [area]. C it is important for workers to use care when beginning an archaeological dig.

Explanation: Since they don't know what type of bones they are, archaeologists weren't very gentle with the bones because at the moment they didn't know what type of bones they were so they probably thought the bones weren't important. Hope this helps :)

The americans encouraged it a lot, although it was not their idea, it was the governments.  So technically the answer is none, but at because it wasnt the military nor the people, it was the government.  At the same time though, it was both because the military kind of works with the government and your everday american encouraged it to happen with no protests at all before, afterwards, or during so.
