John locke appeals to patriotism to inspire his audience to revolt. An example of this is when Locke says "...but the fools, the fools, they have left us our Fenian dead, and while Ireland holds these graves, Ireland unfree shall never be at peace." He is reminding the people of the civil unrest that has been occurring. John Locke also appeals to the audiences sense of pride when he says "They think they have pacified Ireland. They think they have purchased half of us and intimidated the other half" This is meant to bring attention to how much they underestimate the Irish people and is meant to inspire the audience to defend their views and rise up against them.
