Romeo's first impressions of Juliet are clearly about her beauty.  He is completely taken aback by how beautiful she is.  His first statement upon seeing her is "O, she doth teach the torches to burn bright!" (A.1, s5, line 46).  This tells us that he is infatuated with her beauty.
