<span>Simply by use of the "mere exposure" effect, one's surroundings may shape their very outlook and world view. For example, someone who grew up in a positive homosexual household wouldn't think homosexuality was very strange at all. Yet, someone who has been taught that such a thing is wrong by all of their friends and loved ones would definitely lean more towards their way of thinking.</span>

It really depends on what the rules are. For example, if they are rules in your parent's house, then it's to teach you responsibility and what to do and what not to do. If it's for class rules, it would be partly to make the students feel safe as well as to show respect. But rules, in general, teach us responsibility and safety.
