Answer:

<u><em>The first ten amendments to the constitution are known as bill of rights .Its structure is closely knit around the civil liberties</em></u>.  It deals with the rights of Americans in relation to their government. The civil right and the individual liberties like the right to speech and religion. It also sets the process of law and reserves the non delegated power for the federal government. It was influenced by the Virginia Declaration of Rights. The bill of rights managed to find a common solution for  the federalists and the anti-federalists. It served the federalist demand of a strong  national government and also the Anti Federalist demand of giving more power to the state and local government.<em> </em><u><em>It has served both the purposes of strong center along with giving power to the states.</em></u>

The structure and purpose of each branch was devised to assure checks, and balances, which provide another way of limiting government power and potential abuses. Now remember, that the Tenth Amendment notes that the states or the people retain those powers not delegated to the federal government.
