Pearl Harbor marks the enter of the United States to WWII in an active and fighthing way, prior to this the States had no real reason to enter the war according to its laws, there had been no attacks nor damages on american soil or army bases around the globe, this was the perfect reason to enter the war and help the allies. President Roosevelt´s speech then tried:
