First of all, difficulty is a matter of perception. You might not know much about an specific topic, making the question more difficult to you than the others. So this already makes the affirmation false. But also, the amount of points that a question is worth is attributed by the teacher, most likely. It certainly isn't the difficulty itself that gives a value to the question, making this statement false for sure.
