"Progressiveness" would be the best option. Wilson sought a long-lasting peace in Europe (which of course didn't happen) and insisted that the "old way" of doing things after wars was no longer working.
There was a common misconception of students going to perform violent acts. In this case security was upped by a few and students were heavily under surveillance. This was also a common form of normality in most school districts.
