Satire is a form of literature that explodes irony and humor, amongst other rhetorical devices, in order to expose social injustices and flawed social and personal prejudices. This kind of literature is critical and incisive, but it is also constructive in as much as it usually lets the reader envision new forms of social developments that would alleviate suffering and pain.

I also concur that Franklin Delano Roosevelt stated this. He made this comment to congress and was wanting congress to support his program that would  supposedly assist our friend Great Britain in fighting against Hitler and his regime without directly involving American troops.
