However, the force of attraction of molecules on the water surface is different from the force that occurs between molecules below the surface. This is because the latter are attracted to other water molecules in all directions: up, down, left, right, forward and backward. This means that they attract each other with the same force.

As a result of this the water molecules forms droplets. These bonds lies in the molecules of the same substances.

Example rain droplets rather than a fine mist, water forms droplets.
